Joint Statement of the 21st No Nukes Asia Forum (NNAF 2025) in Taiwan
On May 16-20, 2025, we, as below, held the 21st No Nukes Asia Forum in Taiwan. After 5 day’s discussion and visiting, we reached the conclusions and declarations stated below.

- 2050淨零排放和全球氣候變遷議題興起,擁護核電者正以「核能是低碳能源」作為理由打壓反核運動,我們應該強化反核運動的論述,避免反核運動被汙名化。
With the rise of 2025 net-zero goal and global climate change concerns, proponents of nuclear power are using the argument that “nuclear energy is a low-carbon energy source” to suppress anti-nuclear voices. We call on the anti-nuclear movement to strengthen its arguments and resist the stigmatization.
- 我們應該積極防止亞洲各國擴張核電,以確保能源的安全和永續、環境的保護和未來世代的福祉。
We must actively prevent the expansion of nuclear power across the Asian region, to ensure energy security and sustainability, environmental protection, and the wellbeing of future generations in this region.
- 核電不是乾淨、安全、可負擔、可再生的能源。就算其發電碳排低於化石燃料,也不能接受其為氣候變遷的應對方法,因為以核能產業的整體生命週期來計算,從鈾礦的開採與提煉、燃料的製備與運送、電廠的興建與運轉,到核廢料的處理與處置,其整體碳排放量相當高。況且它會排放放射性物質、廢熱,以及產生毒性長達數十萬年的放射性廢棄物,並且有發生核災的風險。
Nuclear power is neither clean, safe, affordable, nor renewable. Even if it emits less carbon than fossil fuels, it cannot be accepted as a climate solution. Instead, the carbon emissions for the full lifecycle of nuclear industry should be taken into account. Beginning from uranium mining and extraction, fuel processing and transport, plant construction and operation, to nuclear waste processing and storage, the overall carbon emissions are high. Furthermore, the nuclear power generates radioactive emissions, thermal pollution, and long-lived radioactive waste, and has the risk of nuclear disaster.
- 核電破壞生態環境和這一代人類及其後無數代子孫的健康。積極轉型至再生能源,才是對於氣候緊急危難的唯一可靠行動。而這項轉型必須符合公正轉型的原則,充分尊重在地社區的意願和權益,特別是原住民族部落,避免造成任何形式的傷害或不正義。
Nuclear power destroys ecosystems and endangers the health of both current and future generations. The only viable path forward in response to the climate emergency is a swift transition to renewable energy. This transition must be based on justice. A transition that respects the rights and voices of local communities, especially indigenous tribes, and avoids all forms of harm or injustice.
- 對於長期承受來自採礦、核武試爆、核電廠運轉、核廢料處理等的傷害的偏遠地區住民、原住民族與少數民族,徵收和汙染他們的土地,必須被視為文化上與實質上的種族滅絕;而採行的改正措施不能僅是金錢的補償,而是要回復他們的土地權利,並改進輻射監測、提供健康服務以及全面性的土地復育。
For indigenous peoples, ethnic minorities, and residents of remote areas who have long endured the harms of uranium mining, nuclear weapons testing, nuclear power plant operation, and nuclear waste disposal, the expropriation and contamination of their lands must be recognized as both cultural and physical genocide. Remedial actions must not be limited to financial compensation, but must include restoration of their land rights, improving radiation monitoring, access to health services and comprehensive rehabilitation of the land.
- 位於地震活躍地區的核電廠應該強化核安監控,並及時辦理設施耐震提升工作,以降低震災風險。
Nuclear facilities located in active seismic zones must enhance the nuclear safety monitoring and undertake timely seismic upgrades to minimize the risks posed by earthquakes.
- 已達使用年限的核子反應器的除役工作,包括拆廠、土地除污、輻射監測及核廢料處理等,應受到持續的、獨立的嚴格監督。
The decommissioning of the nuclear reactors that have reached the end of their operational life should be subject to ongoing, independent, and rigorous monitoring, including dismantling, land cleanup, radiation testing, and nuclear waste management.
- 敦促國際原子能總署負起指導責任,並說服斷層帶上的國家(特別是印度、台灣、土耳其),停止核能計畫,從地震災害如福島核災學到教訓。
We urge the International Atomic Energy Agency (IAEA) to take responsibility to guide and convince the countries located on active fault lines—especially India, Taiwan, and Turkey—to stop their nuclear energy projects, by learning from the lessons of earthquake-induced disasters such as the Fukushima nuclear catastrophe.
- 敦促國際原子能總署負起指導責任,就小型模組化反應爐的發展與優劣提供完整且客觀的分析報告。
We urge IAEA to take responsibility to provide a comprehensive and objective analysis of the development, advantages, and risks of the Small Modular Reactors (SMRs).
- 對於台灣的中國國民黨與台灣民眾黨罔顧公共安全與民主程序「黑箱」修改「核子反應器設施管制法」的作為,我們提出強烈譴責。台灣沒有發展核電的自然與社會條件,我們反對重啟老舊核電廠,並期許台灣政府能秉持核安優先原則,落實非核家園。
We strongly condemn the Chinese Nationalist Party (KMT) and the Taiwan People’s Party for amending the “Nuclear Reactor Facilities Regulation Act” through ‘black-box’ legislative actions, disregarding public safety and democratic procedures. Taiwan lacks the natural and social conditions necessary for developing nuclear power. We oppose the restarting of the aging nuclear power plants, and urge the Taiwanese government to uphold the principle of nuclear safety first and to realize a nuclear-free homeland.
- 我們呼籲台灣民眾在2025年8月23日舉行的「核三重啟」公投案,投下「不同意」票,不要讓核三廠運轉40年停機的老舊機組重啟運轉。
We urge the people of Taiwan to disagree with the restarting of Nuclear Power Plant No. 3 in the referendum to be held on Aug. 23, 2025, to prevent to resume operation of the 40-year-old units in that nuclear power plant.
- 我們敦促台灣政府早日將未完工的核四廠土地轉型作為再生能源發電或地方需求發展之用,並積極防止其附近沙灘之流失。
We urge the Taiwan government to transform the site of the uncompleted Nuclear Power Plant No. 4 to that for renewable energy generation and/or local needs. Urgent measures should be taken to prevent the coastal erosion of the nearby beach.
- 我們關心日本政府在福島核災後,核電政策從「2030年零核電目標」調整為「減少核電」,再大幅度調整為「恢復核電使用,計畫建設新的核電廠」。
We are concerned with the Japan’s post-Fukushima nuclear policy shifts—from the original goal of “zero nuclear power by 2030,” to merely “reducing nuclear power,” and now to fully “reviving nuclear power and planning the construction of new nuclear power plants.”
- 我們反對日本於海洋傾倒福島核電廠核廢水。
We oppose the discharge of the radioactive waste water generated by Fukushima nuclear power plant into the ocean.
- 我們關心菲律賓政府正積極推動核電計畫,並與美國、韓國、法國和中國簽訂核能合作協議。
We are concerned with the Philippine government’s active promotion of nuclear energy and its signing of nuclear cooperation agreements with countries including the United States, South Korea, France, and China.
- 我們支持印尼地方社區,倡導發展本土再生能源,反對印尼政府興建首座核電廠的計畫。
We support local communities in Indonesia in advocating for the development of locally-based renewable energy and in opposing the Indonesian government’s plan to build its first nuclear power plant.
- 我們敦促亞洲各國都能支持、簽署並批准國際禁止核子武器公約。
We urge all Asian countries to support, sign and ratify the International Treaty on the Prohibition of Nuclear Weapons.
- 我們必須相互學習與合作,緊密分享資訊,繼續共同行動,以支持各國的反核運動。進一步的工作目標,在促進公民和各地社區發展及使用再生能源,並提升能源效率,以達成非核亞洲、非核世界的最終目標。
We must learn from each other and cooperate with each other, closely share information, and continue joint actions to support the anti-nuclear movements of all countries. The further task is to stimulate citizens and local communities to develop and utilize green renewable energy, and to improve energy efficiency, with the ultimate goal of a future that is a nuclear-free Asia and nuclear-free earth.
